Having recently felt myself getting pulled back into the 40k universe, and planning to continue the Vogen campaign, I thought it would be nice to do a little deeper dive into the fluff of the planet everything happens on. There is some official fluff, but not much, even with the massive city fight campaign, so that leaves a lot open to interpretation, which is a big draw of the 40k universe for me. So enjoy a little fluff interlude.

Planet: Khai-Zhan

Khai-Zhan is a planet of vital importance to both Imperial and Chaos forces in the Cadian sector. It is located on the warp-route to Cadia. Classified as an agri-world, the primary resource exported is enough foodstuff to power entire army groups and planets for the side that controls the planet.

The single continent on Khai-Zhan is divided into four different biomes. In the north, the highlands end in white cliffs dropping into the endless oceans. This is the most populated part of the continent and home to the beating heart of the planet, Vogen city, where the planetary spaceport is located. The terrain is mostly gently rolling hills, grassland, scrublands and forests. Some farming and husbandry is done in more remote parts of the countryside, and smaller towns and cities are scattered along rivers and the coastline.
The Quasii jungle lies to the south of the highlands. The jungle is practically impenetrable, and host to a plethora of vicious and deadly animals, plants and microbes. The north-south highway cuts through the encroaching jungle, the only part of civilization in these wild untamed lands. It is a constant work to keep the highways and railways open through the jungle.
The great salt flats cover the majority of the continent. These are the lowest parts of the continent and mainly consist of dried out seabed, too salt for anything to grow. However, the massive fields of promethium from pre-historic giant seamonsters, hidden underneath the earth, still draw humans. Large and small cities have formed around the mineral extration. The north-south highway is the only route through the great salt flats, guarded at both ends by massive fortresses, and dotted by guard posts. It is still plagued by outlaws, as the wasteland is way too vast to properly control.
In the south lies the Ashlands. Mountainous and covered in volcanos, it gives off a hellish view. Still, there are extremely fertile valleys hidden among the volcanic mountain chain. The Ashlands are also home to the second most important city on the planet, Ashshore. This massive harbour city is where most of the kelp fleets dock before the goods are shipped on the north-south railway to Vogen city.
Politics
While subject to Imperial rule, the political system on Khai-Zhan is primarily composed of family cartels. The cartels control harvesting operations and compete fiercely with one another, including open warfare. The one exception to inter-cartel tensions is at the capital city of Vogen, which maintains the single space port on the planet. In order to ensure access to the space port and therefore the ability to export their goods, the cartels abstain from hostilities within the city and mix freely there.

Imperial Governor Harikon Kadulus
The 150 year old Harikon of the house Kadulus has ruled the planet for the last 10 years. After the mysterious deaths of his father, sister and two uncles, he obtained power.
For the last 10 years, Khai-Zhan has fallen into decay. Harikon Kadulus has neglected it’s people. The budget for the planet’s defence forces has been devastated by increased corruption, competent administrators have been swapped for loyalists, and there is a growing malcontent amongst the general population.
More importantly, he has pushed his own family cartel up against many of the other families, using his position like a sledgehammer. Growing discontent and new alliances are building in the shadows.
For his 150th birthday, Harikon has ordered massive celebrations across all of Khai-Zhan, and especially in Vogen.
Preacher von Guyen
Con artist extraordinaire von Guyen took advantage of the situation and set up covens to worship the warp. Selling false hope to the disillusioned citizens he steadily gained followers and power, as well as the eye of powerful heretic allies.
As he grew in popularity with the lower classes, the discontent noble family cartels also saw promise in the preacher, and powerful support gathered around him.
This is the man that started the Khai-Zhan uprising

Planetary resources
Kelp

The planet’s geography lends itself to the production and harvest of seaweed, its main economic activity. The kelp produced on Khai-Zhan account for over half of the diet of the human populations within a 100 light year radius, making it the most important producer of food-stuffs in the Cadian Sector. To supply such demand, the harvesting operations on the planet are highly developed and include fleets of mile-long collection vessels, as well as off-shore installations with tens- or even hundreds of thousands of people living and working there, most of them never seeing land in their lifetimes.
The massive off-shore platforms and kelp fleets create an economy in themselves. Each platform and fleet is the host to thousands of people catering to the needs of the workers and the machines, the largest ships resembling small hive-cities in themselves, with gang warfare in lawless lower levels.
The three most powerful family cartels in Vogen are all heavily involved in the kelp trade. While nominally, they work professionally with each other, sabotage and covert warfare is the norm, and there have been several instances of open warfare between cartels the last hundred years, resulting in the loss of entire ships and platforms.
Promethium

The massive fleets of Khai-Zhan consume immense amounts of promethium. Luckily, the single continent of the planet contains a lot of easily extracted promethium. The barren salt flats have promethium fields of various sizes scattered across the wastelands. Being just as isolated from other locations in the massive salt flat wastelands as the offshore platforms are in the endless ocean, these promethium extractories and refineries have also extended to become towns or cities of their own.
The Saunor cartel is the most powerful promethium family, the Golgoris refinery being their prize location and operational headquarter.
Adamantium

Another mineral is found in the salt flats; Adamantium. This valuable mineral is used in military and civilian applications all across the imperium. Work in the mines is deadly, and most of the workers are of the lowest class of citizens; mutants, political prisoners, gangers and worse. The Hecstone cartel is the main player in this trade, and the Hecstone mining HQ is the largest mining city on the planet.
